Reporting to the Manager of Budgets and Administration in the Engineering Department, this function provides clerical support to the Budgets Division in the performance of a variety of clerical tasks requiring good functional expertise of departmental procedures and policies. There is minimal supervision and the incumbent makes some independent decisions located on expertise of departmental rules and regulations. An incumbent assigns, directs and reviews the work of employees performing routine clerical operations; posts, maintains, reconciles and balances records; uses application software to import data and format documents; creates links and other user aides; transcribes minutes, prepares, processes and circulates materials; composes correspondence; interviews and assists persons seeking information and explains and interprets departmental policies, rules and regulations and makes moderately complex computations for claims, refunds and adjustments, assessments, permits and other charges, which may involve a variety of regulations. Performs related work as required. Qualifications include completion of Grade 12 preferably including or supplemented by courses in bookkeeping and considerable related practice as a Clerk 2; or an equivalent combination of training and practice. Considerable expertise of the rules and regulations and operational needs which govern activities in the Engineering department. Sound expertise of modern business office practices and procedures including the use of various application software packages (e.g. Energov, Infor, SAP, GIS, Activity, MS Excel); of business English, spelling, artithmetic and record keeping. capability to deal tactfully and effectively with the public and to maintain harmonious working relationships with office staff; to maintain complex records and to prepare periodic statistical and narrative reports from such records and to assign and review the work of a few employees engaged in routine office operations.
