Offer: Program Manager, Climate Policy - Metro Vancouver:Job description:Program Manager, Climate Policy - Metro Vancouver»» Program Manager, Climate PolicyPosition Status: Full-Time RegularDepartment: Parks & Environment Employee Group: Exempt Job location: 4730 Kingsway, Burnaby Our Parks & Environment Department is seeking a Program Manager, Climate Policy who will lead Metro Vancouver’s climate action policy and planning function with a focus on the development and implementation of Climate 2050, Metro Vancouver’s regional climate action strategy. You are: skilled at guiding, coordinating, and supporting a highly engaged team that has a broad scope of climate action responsibilities; recognized for your capability to communicate, contact, and collaborate with key stakeholders in the region; able to strategically prioritize competing demands; and, practiced in developing and implementing environmental policy, motivated to advance impactful climate policies and actions in the Metro Vancouver region. The Program Manager, Climate Policy reports to the Division Manager, Air Quality and Climate Change Policy and falls within our Management / leadership abilities, Level 3B job family. this function: » Leads the development and implementation of Metro Vancouver’s climate action policy and planning function. Accountable for the development, implementation and maintenance of Climate 2050, Metro Vancouver’s 30-year climate action plan for the region; responsible for annual progress reporting on implementation status to the public, Committee and Board. » Leads corporate climate policy development and implementation of strategies and actions to reduce greenhouse gas emissions and integrate climate action into Metro Vancouver’s services, capital projects and operations, to achieve and maintain carbon neutrality as an organization. Responsible for reporting on Metro Vancouver’s climate actions, as required by provincial and federal governments, and international commitments as applicable. » Accountable for budget preparation, reporting and resource allocations for the Climate Change Policy and Management program; monitors and controls spending ensuring the effective and efficient expenditure of allocated funds. Works closely with the Division Manager and the Director to determine overall priorities and establish work plans. Contributes to the preparation of long range strategic and financial plans of the division and department. » supervises and provides guidance for staff that supervise and direct the work of contractors. Provides input to the preparation of individual work plans and formation of project teams, delegates work assignments, assists with resource requirements and staffing, and monitors progress to ensure attainment of program goals and objectives. » Hires, supervises, directs and motivates staff, monitoring performance towards division, department and corporate objectives. Ensures adherence to corporate policies and collective agreements. Leads, coaches, and mentors staff recognizing the importance of leadership abilities, managery and technical training; develops and sustains a flexible workforce encouraging staff to pursue opportunities that complement their expertise and practice. » Works collaboratively with staff to resolve complex technical, design, operational, or interpersonal issues staff encounter while doing their work. Facilitates information sharing among staff to transfer expertise and practice and increase the efficiency and effectiveness of the team. » Collaborates with internal staff, municipal staff and staff committees to develop and implement climate action initiatives. contacts with and manages relationships with external agencies and stakeholder groups including government representatives, utility organizations, academic institutions, media, environmental organizations, and industry and business associations. » Performs other related tasks as required. To be prosperous, you have: » 7-10 years of recent, related practice supplemented by a university degree in engineering, planning, resource management or environmental sciences; or an equivalent combination of training and practice. » Registration as a Professional Engineer (P.Eng.) with Engineers and Geoscientists British Columbia (EGBC) or membership in the Planning Institute of British Columbia is considered an asset. » Demonstrated capability to provide strategic oversight for environmental policy and plans as it relates to air quality and climate change mitigation and adaptation. » Considerable expertise of the significant legislation, bylaws, rules, regulations, policies and procedures applicable to air quality and climate change. » Sound budgeting and financial management expertise. capability to monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds. » Sound capability to supervise, coach and guide others while enhancing individual and team effectiveness. capability to mentor and foster the development of direct reports and respond to changing priorities. » Excellent written and oral communication expertise including well developed report writing and presentation expertise; capability to communicate complex technical requirements and implications to diverse audiences. » Demonstrated capability to build and maintain effective working relationships. Skill in dealing openly, tactfully and sensitively in a variety of situations. » Proven capability to use judgment to resolve complex problems with diverse implications and provide direction for critical and urgent matters. capability to develop new procedures and plans to address problems and improve efficiencies considering the long-term implications of decisions and actions. Seeks to include staff in decisions that will impact them; works cooperatively to resolve differences of opinion. » capability to manage a complex portfolio of work while establishing ambitious and challenging goals. Demonstrates persistence in overcoming obstacles. » Proficiency using Microsoft Office programs including Word, Excel and Outlook. » Valid BC Class 5 Driver’s License.
